    Count cells with values, excluding blanks & cells that have a formula but appear blank

    Hello,
    I'm trying to use maybe a COUNTIFS formula for counting the cells in column range D6:D35 that are <70. Those cells have a formula (a reference to other cells in other worksheet) and others could be just blank. Could you help me create a formula to exclude those blank cells and cells with formulas but still blank?

    =countif(b2:b20,"<"&70)

    blanks are not counted , even if created by a formula
