Large formula, names to match numbers

AND to make formula say if value is zero display results (both name and a number) as BLANK

Hi guys, can I please ask for a suggested formula to help solve values and names next to them as per file and screenshot? My challenge is that if we have same number appearing (like 1 and 1) my formula would bring up matching name twice instead of 2 different names for same number result. What'sa workaround please? Thanking in advance.
