Lookup formulae

Hi all - currently trying to work through a formula to return the following (I've attached a sample spreadsheet should it assist):

On the sheet named Tick Test, I want the cell of intersection with the date (in row 2) and vehicle number (in the green cells), to display the value of the "diagram number" ('M-F Allocations', column A).

Words aren't my friend, so I'll give you an example.

For Monday 04/02/2019, ('Tick Test'!B3) should display "54", as that is the diagram number that vehicle 431 was assigned to on that day.


I have tried INDEX MATCH, however that does not work as I don't want the value of the cell intersection returned.

I hope someone can help, and if you require any more description of the issue please don't hesitate to ask.
