    Yep. Althoug I didn't know how to do this 5 minutes ago, either!!

    Array formula, again, and manual check below it:

    =MEDIAN(IF(MMULT(IF(ISNUMBER(SEARCH(TRANSPOSE(Stores),Raw!$C$2:$C$17)),0,1),(ROW(Stores)>0)+0)>1,IF($E$2:$E$17<>"Under Construction",Raw!$D$2:$D$17)))
