Identify a multiple-way tie on scoring spreadsheet

I have a scoring spreadsheet that identifies top 5 scores from a list of 19 teams; however, if there are 7 teams tying the high score, it lists the teams in the order they appear in the list. 5 of the 7 teams are named in the top 5 scores, but the remaining 2 are not, even though they have the same score.

I'd prefer the results to state:

    1st 7-way tie!
    2nd Team name X
    3rd 3-way tie!
    4th Team name Y
    5th Team name Z

Is there a way to do this with formulas?
