Conditonal formatting with index result & adjust pcs per month based on dates

I need a formula that can evaluate the start and end date of a product and then adjust the products' total yearly volume into the months of the year divided by the total weeks available in the year multiplied by weeks available within each month. In the attachment I am able to solve it if the start is 1/1/XXXX and ends 12/31/XXXX. I need it to compensate for different start and end dates.

Secondly, I am trying to use a conditional format to highlight the dates that don't start at the beginning of the year or end at the end of the year as a double check to be sure I catch the variances. The attachment is using a formula: =cell>DATE(1/1/XXX)...fill cell yellow. However I can't get the conditional format to work and think it is because the date is a result of a INDEX / Match Formula.

    Thanks for any advise.
