How to link multiple Dependant dropdown and "lock the cells"

I need help to create a form for users and each users has certian rights to certain cells.

In the attached workbook, Authorised users will be selected in F13. The Rights needed will be R13 (Priority), and Row 31 to 33 for supplies.

I am no good in using VBA and can this be done in using Dependant Dropdown list and fomulars?
