Dynamic Data Validation List - 2 criteria

hello,

I would like to ask some help on how to create a dynamic validation list with 2 criteria

this formula seem to isolate the Mondays but not sure how to add the Department name as an additional criteria

=INDEX(Sheet1!$C:$C,MATCH("Monday",Sheet1!$A:$A,0)):INDEX(Sheet1!$C:$C,MATCH("Monday",Sheet1!$A:$A,1))

I have attached a sample file with the desired data validation list output.
