Dynamic Dropdown Based on Cell Value

Hello,

I have searched web for Dynamic Dropdowns however those solutions don't apply to my scenario.

In the attached workbook in Lookup sheet, I need to select a State for each Product as a drop-down list. The list of States should come from Source sheet.
If I select a particular State, the corresponding cell in the same row and in City column should show cities as a drop-down list based on the State selected.

Another constraint is that the States with blank value are ignored to show in the drop-down for City (and hence it won't be possible to select Singapore since corresponding blank state is not selected).
