Need help with an IF Formula

It might be that the "numbers" in those cells are really text values which look like numbers, but are not real numbers. How did the values get into those cells?

I have uploaded a test document of what i was trying to do.

im starting to think it might be more complicated then i thought.

the values in those cells are using formulas to gather the initial values.
