Data validation to bring through the unique values in column A (column A and B's values can switch from the current column A and B to the values in Column D and E above)
1 <--- If "1" is selected, then it should bring the data validation to bring through the unique values only listed in the "Shift" column
Same for "2"

Could you explain in more detail what you want to achive?
ex:
IF in cell B2 the value is 1, then in cell B4 the value must be 1
