    Try

    in C2

    =IF($A2<>$A1,$B2,$B1)

    OR

    in B2


    ="www.sample.com/TFF-" &VLOOKUP(A2,$F$2:$G$4,2,0)

    where F2:G4 is a "lookup" table.
