Change time in text to date/time format with AM/PM converted to 24hr

Hi all,

I have a date/time as text thus; 04/13/2017 9:00:49 am

Need to convert to this; 13/04/2017 09:00 (UK date with 24 hour clock, no need for seconds)

Would normally do a LEN or similar but what I'm stuck on is when it's 9am ensuring it's 09:00 and when 9pm, that it's 21:00

Any help please?
