I have 2 columns: A and B are both dates
For each row, I want cell B to turn red if it is a newer date than A in the same row.

Presumably, and assuming the dates are proper date numbers and not text.
=B2>A2
Copy the format to the A:B range necessary.

Firstly select range in "B" column.
Go to "Conditional Formating" > "Manage Rules" > "New Rule
Select "Use a formula to determine which cell to format" > "In formula tab :Formula:
=B2>=A2
Click on format > Select color from "Fill Tab" > "Ok" > "Ok" > "Apply" > "Ok"
