i have need for a triple exponential moving average function [TEMA] which I cannot find in my
available excel functions. however, if i understand correctly, I merely have to load it into my
function library from some other library in my Microsoft office software. if so, please tell me how
to access and load the TEMA function into my excel program.

i'm hoping to find a free version.
please tell me if I can obtain a free version in the microsoft office library of programs [or elsewhere].

is it not true that there is a lot of software delivered with microsoft office which can be added in
to microsoft office programs such as excel? I wonder if maybe the tema function may be available for
adding in to my excel program from there?

This isn't my area of expertise, but I am not aware of any "free" add-ins for older versions of Excel. I am also not aware of anything directly from microsoft for our older versions (isn't that part of how they motivate us to buy the upgrade to the latest version?)

Excel 2016 has triple exponential smoothing built in as the FORECAST.ETS() functions. Upgrading to Excel 2016 is not free, but you may look to see if you have access to the latest version of Excel through a coworker or such.

If you are looking for the formulas described by Wikipedia's article (https://en.wikipedia.org/wiki/Exponential_smoothing ), these formulas don't look that difficult to program into a spreadsheet (might be easiest with a few helper columns), or into a VBA UDF. If the cost of the add-ins are more than the cost of your time and effort, then you might look into programming your own ETS algorithm.
