I have the followinghowever I am trying to calculate the percentage between C2 and D2. If D2 is higher than C2 then return a positive % but if C2 is higher than D2 to show a negative %.
=IF(OR(D2=0,C2=0),1,(D2-C2)/C2)
I just can't seem to get my head around this one. Could someone kindly assist me further.

What would be the percentage between 2 and 3? I'm not sure either.

When I use your formula it works exactly as you intend it to. Try formatting the cell with the formula in it as a percentage.
