Need to calculate the date from Year like 2015-2023. All you have is a year like 2015.
Calculate the celebration date with conditions like:
-Last digit of year plus 2 gets to month
-that month's 2nd Wednesday is the date needed
-February no celebrations
-Date should default to Jan 15th if year ends in 8 last digit
You have not provided enough information.
-February no celebrations so no celebrations that year? Move to Jan? Move to March?
