Drop Down List Hyperlink

File here. I'm just testing a register I want to make to get rid of my paper system .


I'm trying to get the drop down menu with all the sections linked to there specific legislation. at the moment when you click on it it keeps referring to the first one no matter what one is selected .
any assistance you fellas can provide would me marvelous.
