Formula to pull info from different tabs based on criteria

Hi.

I have attached a spreadsheet with an example to help. I need to be able to budget data automatically from different spreadsheets based on a Date in the main sheet. So if the date is 1-Mar-2016, it needs to go to the '2016 final budget' tab and pull data for march. If I change the date to 1-Mar-2017, it needs to pull the march data from the '2017 Final Budget' tab. Is this possible?
