    Formula in O5 , then drag down
    =SUMPRODUCT(--((1/6*SUMIF(OFFSET($G$5:$L$5,ROW($G$5:$G$11)-ROW($G$5),0),">0"))>1/6*SUM($G5:$L5)))+1
