Formula to determine if row number is above or below by 10

Thanks Sambo Kid, that was just about perfect. I put this into row 13 and filled it down.

=IF(OR(COUNTIF(H12:H22,"x") >0,COUNTIF(H2:H12,"x") >0),"x","")
