Roster Assignment (excel formula)

Dear all,

Would like to see if any formula could be made to assign the person to the roster as attached?

There were several downloads, but no answer. Probably you shall be more descriptive.

Some general comments:
It would be wise to sort at least one (better both) of columns D and/or F.
Also it would be wise to have dates in column D and F as dates (now there are texts, which only look like date). For column D you could use custom formatting: "dd/mm/yyyy AM/PM"
And to obtain result in a cell like: 21/02/2017 PM you could write in formula stripe 21/02/2017 12:00
With date only in formula stripe you will end up with 21/02/2017 AM
