Use multiple values to assign a result

Hi Excel Experts,

I need to use two different values to assign a result to each line in a long list of data, I'm able to use a single value to return a result but trip up building a formula to use both to find and return the right result. I want the result returned in column B.

One of the values the formula looks at would ideally be a range of values in a single cell such as 1-5. I need to be able to edit the table to change the criteria easily, so having a long data table with 1,2,3,4,5 would not be great.

I'm trying to attach a sheet as an example of the data and the criteria but the option doesn't allow me to? I'll try to edit the post and add it in.
