Multiple Exclusions Function

Is there a another function other than the simple if statement to solve the below criteria? I need to exclude 4 and 5 so there are 4 and 5 in the JE ID Mod column, the function in a separate column needs to show "Exclude"

Simpliest is to put Filter in first row and then just filter out what you want.
