Need help in Function to find nearest value

Hi can you please help me in the function INDEX(A1:A11,MATCH(MIN(ABS(A1:A11-D1)),ABS(A1:A11-D1),0)).

I'm using this function in the enclosed file to do the following.

I've Present CTC of an employee in column F, G & H. To this Present CTC, I've found a nearest CTC slab in J, K & L. (CTC Slabs are in Revised Scale sheet).

After finding CTC Slab, I've found % age of CTC hike to the respective employee based on the "Experience Band" & "Performance Rating". (% age of hike will be in Rates Sheet). For this I've used Match & Index Function.

After this I've to apply & add up the % of Hike to the CTC Slab which was found in step 1.

Then again I'm applying the 1st method on Revised salary to find the nearest CTC slab.

In the above process i'm getting negative / positive value of CTC hike even there is no % age of hike for a particular employee.

could any one please help me on this. Or is there any simplified function which can help me in the entire process.
