Formula:

=SUMPRODUCT(--('Budget Entry'!$I$2:$I$10=C$2)*('Budget Entry'!$B$2:$B$10=$A3)*('Budget Entry'!$G$2:$G$10=$B3)*'Budget Entry'!$J$2:$J$10)

Note: I made same modification on your layout to allow copy down and right
