I need the value of a formula to be matched by a different formula.

The first column are a series of numbers that I punch in to get the values in column B using a formula.

Column D is also a series of numbers that I punch in to get values through a formula in column C.

I need B and C to match while changing the D column to the correct number to make this happen. It's hard to explain.
Basically I have two formulas that almost correlate with each other but not quite. I have attached a file that may help to explain.
