    vlookup based on two results

I have a spreadsheet that has one drop down and then a dependent drop down. I then have a cell which needs to look up the result in the dependent drop down and relate it to the table in the drop down data sheet. There are four different columns that I need to get a result from but due to each column having some of the same results I need it to look at B17, then find the corresponding column in "Drop Down Data" then look at C17 and find the corresponding award rate in "Drop Down Data". Hopefully this makes sense.
