    This is not clear at all, there is no mention of "Shift" in your spreadsheet.
    I'm assuming you mean if any of the dates in Working and off day match the dates Off day Selection the highlight it

    First, enter the dates in Working and off day as dates, e.g. 12/06, not just the day number 12

    Select 'Working and off day'!D6

    Conditional Formatting
    New Rule
    Use a formula to determine...

    =NOT(ISNA(VLOOKUP(D6,'Off Day Selection'!$A$1:$A$3,1,0)))
    Format as required

    Use Format painter (paintbrush icon) to copy to other cells
