Creating Spreadsheet to track and predict Vacation time

I have seen them but not have a great time re-creating it.
The spreadsheet tracks by week ending date how many hours you accrued and goes down for that year.

What is the formula to predicted accrued vacation if there are .0192 for ea hour worked?
