Count only data within a line break (alt-enter) with specific criteria in adjacent column

Hi everyone. I am trying to determine a formula that would count how many times a person is noncompliant based on my data, which consists of a name (within a line break amongst other names) and an adjacent column stating "Yes" or "No" (also within a line break). I do not want to use a VBA or macro, and am assuming it will end up being an array formula or a method that transfers the line breaks to individual rows. I have attached an example of what my data looks like and what I am looking for. Thanks in advanced for taking the time to help me.
