Sumif or if formula

for Example column D NIC and Column E VAL total amount is 10000, I required when column E blank the total amount goes to column D account, if column E is not black then the total amount Divide by 2 mean 50% goes to column D account and 50% goes to column E account, please check the attachment I have mentioned what I need.
