SUMIFS with Date Referenced in Cell

I am trying to only SUM Certain Cells if it's the right BIN Number and the Transaction Date is after the Inventoried Date.

If I format the formula with the date function like this =SUMIFS(Transaction_QTY,Transaction_BIN,[@BIN],Transaction_Date,">="&DATE(2016,6,1)) It works fine.

However, If I try and replace that ">="&DATE() with a cell reference it gives me 0.
Both columns are set to the date type.
