Formula required to work out Head to Head

Hi, I'm trying to set up a spreadsheet for the upcoming Euro 2016 championships.

The problem I have is that my spreadsheet works out the positions based on points, then goal difference and finally goals scored. Is there a formula to work out the head to head between 2 teams (or more) if the points are tied as this is the first tiebreak used before going to goal difference?
