Creating a Formula to Calculate in the incremental increase in people required

Hi everyone,

I need to create a formula and I'm having a ton of problems. I have 2 spreadsheets that look like this:

Sheet1

Template Name: Jan 6 Jan 13 Jan 20 Jan 27
RSI11 1 1 2 2
RTE11 1 1 1 2
WAH12 1 1 1 2
RSD12 1 2 2 2
WWH13 1 2 2 3


Sheet 2:
Jan 6 Jan 13 Jan 20 Jan 27
RSI11 ASSEMBLY S 1 1 2 2
RSI11 ASSEMBLY S 1 1 2 2
RSI11 ASSEMBLY S 1 1 2 2
RSI11 ASSEMBLY S 1 1 2 2

So something that will automatically fill each section with the correct amount of people from each template for the correct date.

Any help would be appreciated!

Sorry to clarify, I need to make the second spread sheet look like that. That's not how it currently looks
