I have tried it and it works for new workbook, but it doesn't work for my workbook. What is wrong?
Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.
Remember to desensitize the data.
Click on GO ADVANCED and then scroll down to Manage Attachments to open the upload window (or use the paperclip icon).
sometimes it work well, sometimes not work

the result not work: 1, 1, 1, 2, 2, 6, 7, 7, sometimes 1, 1, 1, 1, 1, 1 the others 1, 2, 3, 4, 4, 5.

My question: why have you merged cells? This should be avoided especially if they use formulae.
The issue is caused because E2 is an unused cell.
Use this formula in E3 - =MAX($E$2:E2)+1
Besides, as JohnTopley said, Merged Cells are Devilish.. All they do is cause problems..
Avoid them if you could.
For certain circumstances, merge cell can not be avoided.
It works well for all of my workbook that have the issue.
