Time based on shifts

My team is constructing a report which gives opening count , processed and inflow of particular received for the day which are processed by different people coming in different shift the problem is i need to take the count based on shifts that for eg if we have shifts based on 6.30 am to 3.30pm,3.30pm to 12.30AM & 9.30 pm to 6.30 AM then how about using formuale.
I have tried using =IF(A2>=2/3,"Evening",IF(A2>=0.4,"Night","Morning"))&"Shift" but not sure of how 2/3 what it denotes is there any other method for this.
