[VLOOKUP] Help with making automatic system

Hello everyone,

So I'm having trouble with making my vlookup formula work.

So basically I'm trying to make the number of staff automatically change when we have hit a certain amount of animals at our shelter. I have already made a data table, but I'm having trouble making it all work.

Data table is on Data tab "Workers per animal" & Staff numbers is in the staff tab. As you can see everything is automatic (Animals).

If someone could help me that would be greatly appreciated! Thanks
