Vlookup Based on Years of Service, Rate and a Year Cap

Hello All,

I'm hoping I can get some help on this. I have been trying and still can't seem to have the right formula or logic. I did a vlookup based on years of service to get the rate but I also want to put in a logic that if the years of service is greater than 22, than the rate should reflect the rate showing in years of 22.
