Formula to copy specific data if certain conditions are fulfilled

Hi guys,

I have constant related data in column A and column B.
I want a formula in column E that would look at the value in column D and copy it if it matches a value from column A, if it doesn't match I want it to copy the closest greater value from column A. (Cells D13 & D14 are the only ones matching data from column A).
I also want a formula in column F to copy a value from column B that corresponds to the value from column A copied to column E.

In the attached workbook, you'll see how I want column E and F to look like.
