Match and Index function

Appreciate if you would help

As attached a small table

Listed the dates and hotel prices
I tried to use + index & Match function
However, i want to returned a figure which is lower or equal to the input

For example :
02-Jan 05-Jan 07-Jan 08-Jan 10-Jan
Ramada Hotel 50 90 40 50
Park Hotel 10 12 10 15

Date 05-Jan 06-Jan 07-Jan
Ramada Hotel 90 90 40

I want to get the rates on 6-Jan, which is smaller than 7-Jan
in this case, it should run 90

How can i do that..
