Can you please upload an Excel workbook as it will make finding a solution easier.
I have assumed the circled numbers relate to the axis titles. In 2016 this can be removed by clicking the X near the top of the chart and changing the settings in Chart elements. It may be a little different in Excel 2013. On an uploaded version I might be able to be more specific.

I'm not sure you can hide the header row of a chart data table. You might be stuck with them.

I have attached a version of a graph similar to yours created in Excel 2016.
I have forgotten the actions for Excel 2013 but they could be similar if it helps.
To create the chart I set up the table with headers 1 through 4 created the chart then deleted the row of headers.
Excel 2016 allows modification of "Chart Elements" and changing the Horizontal axis data and also allows adding the data plotted table.
I am not sure whether 2013 has the same facility.
I know this sounds a bit vague but it may point you in the right direction.
