Using Data from 1 table to fill an empty one based on 2 criteria

I get a report stating which of my staff have completed which online learning courses. I can drill this down to a table that contains names, which course are incomplete.

Iv made a chart which i want the information to feed into, i know vlookup but because it would be doing it off 2 criteria name and course, im totally stumped on how i would do it. I want it to enter a "1" in the chart if their name is in the table.
