Conditional formatting looking at two data sets

    Hello,

I have been having some trouble getting my conditional formatting to apply correctly. I have attached a dummy spreadsheet with similar data that I am looking at. Ideally I would like to have it where if the control lots numbers match each other and if the value is above the upper limit for that particular control number it highlights as a flag. The only progress I have had on this is highlighting for one particular lot number at a time.

    Any help would be appreciated.
