    Exclamation Conditional Formatting Help

I have a spreadsheet, in which i am using conditional formatting to compare two sets of data, by highlighting cells, HOWEVER, this formula is causing issues: example2.png ,as it produces this result: example1.png,

The problem is that the blank cells also contain the same values, so is there any way to change my conditional formatting, so that it will only highlight the cells, If they are the same and contain the same values?

    Thanks
