I am using Excel 2016 for Any Year Calendar (see attached), but when I press the scroll buttons to change the Year number, the rest of the dates in months do not change.
What might be the reason? I have tried other Any Year calendars, and have the same issue...

It's nothing wrong with your calender, it's fine, just check your formula calculation maybe it set to "manual", on formulas tab, and click on "Calculation Options" and choose "Automatic"
