Dynamic graph for dynamic sheet.

I have a dynamic sheet.

I would like to have a dynamic graph which would show values from columns L & O for criteria in column B.

However, I want the graph to grasp information as from row 16 in current sheet. This row number will be changing since 1st macro is inputting rows in the range between "Project in Pipeline" and "Finished Projects" (it copies row 8), and another macro is moving rows from range "Project in Pipeline" to range "Finished projects".

I'm also interested if graph could project only filtered data in column B.

I have tried OFFSET graphs but is not the right solution.

I would appreciate any ideas of solving the problem!
