Highlighting Cell Values based on Previous Cell

I am trying to set highlight cell values for greater than, equal to and less than the preceding column cell (in this case, cell Q17). I can get it to work fine for a single cell (R17), but I will need to add rows in the spreadsheet in the future that perform the same function. When I use the format painter and apply it to new rows, it highlights row R18 based on Q17's contents. I need it to highlight dependent on R18's contents, and so on for subsequent rows. What do I need to enter in to get that to work?

Give us the attachment it will be much easier then guess what is wrong.
My guess is you should remove "$" from formula used in conditional formatting
