Question need help with a COUNT Formula

I am doing a spread sheet where all contractors are mark on site or off site. I use a time format of EG. 15:43:56
the COUNT formula I want is to count how many days in a month everyone is off site by 16:30:00
But he formula will not allow the last two digits of :00 it keeps say its an error
this if the formula I am trying to use. which I have tried multiple variations of.

=COUNTIF(C2:C63<16:30:00) . . . It is the last :00 it seems to have an issue with.
