Using isblank to fill in missing values

    Hi ,
Thank you for taking the time to read this post, I am trying to figure out this problem, i thought I had a break through then realised my formula doesn't do what i want it to do. I have attached a similar problem to what I want to achieve.

Any help will be greatly appreciated.

    Thank you.
